In September 2026, we priced two apartment buildings in Al Jurf in the same week. Both were Ground + 6 in the same district. One came to AED 226 per sq ft, and the other came to AED 266. So where did the extra AED 40 per sq ft go?

That gap is why so many cost guides get this wrong. Height tells you surprisingly little about building construction cost in Ajman. What sits under the building and what sits inside the price tell you much more.

Here is the short answer, from three itemised quotes for buildings of five to seven floors. All in, they came to AED 226 to 267 per sq ft of built-up area. The structure and finishes alone came to AED 200 to 216 per sq ft. VAT and fees come on top.

In this guide, you will find:

  • Real 2026 prices per sq ft and per m², and what each quote included.
  • The figure to plan with, and why it is lower than most numbers online.
  • What moves the price most: foundations, AC and lifts, allowances and timing.
  • A five-step method to estimate your own building.

This guide covers multi-storey buildings with flats, shops and offices. For a family home, read our guide to house construction cost in Ajman instead.

Every price comes from our own bills of quantities, with plot numbers and owners’ names removed. We have worked as a building construction company in Ajman since 2017. Since then, we have delivered over AED 150 million of projects.

What Does Building Construction Cost in Ajman in 2026?

In our 2026 quotes, buildings of five to seven floors came to AED 226 to 267 per sq ft. That is AED 2,437 to 2,870 per m² of built-up area, all in. The prices exclude 5% VAT, permit fees and utility connections. The lowest rate left AC and the lift out.

Ground + 6 with 36 flats, Al Jurf (September 2026)about 3,780 m² (40,600 sq ft)AED 2,866AED 266Bored piles2 lifts, AC installation only20 months

Prices exclude 5% VAT. Each rate is the quoted price divided by the built-up area on the municipality’s area calculation.

Built-up area is the floor area of every floor added together, not the plot. Quote a Ground + 6 rate on the plot instead, and the number changes fivefold.

How Do Our Finished Buildings Compare?

Three of our completed apartment buildings came to about AED 205 to 231 per sq ft. We divided each project’s value by the built-up area on its approved drawings.

We have also built an 11-level tower in Al Jurf and a mixed-use building with shops below.

Why Do Cost Guides Online Say AED 300 to 900 per Sq Ft?

Most of those figures describe villas, not apartment buildings. A villa usually has richer finishes and fewer repeated floors. An apartment block repeats the same floor plan five or six times, and that repetition brings the rate down.

In October 2026, Google’s AI summary for this search quoted AED 350 to 900 per sq ft. It drew on villa guides. One industry blog lists apartments at AED 300 to 450 with no source. A UAE property executive told Zawya Projects that construction runs at AED 250 to 300 per sq ft nationally.

Our real quotes sit at or below all of those. That does not make building cheap. It means a rate tells you nothing until you know what it includes.

Why Can Two Buildings of the Same Height Cost AED 40 per Sq Ft Apart?

Mostly because each price covered different things. Take out foundations, AC, lifts and dewatering, and our three buildings land within 8% of each other. Their structure and finishes came to AED 200 to 216 per sq ft. That is the number to plan with.

Ground + 6, Al Jurf (piles)AED 266/sq ftAED 257/sq ftAED 216/sq ft

That core rate is the building construction cost itself. It covers the frame, walls, plaster, paint, tiles, doors, windows, kitchens, bathrooms, plumbing, electrics, fire fighting and external works.

The structure alone can move the price too. Our post-tension team recently worked on two near-identical Ground + Mezzanine + 4 buildings in Al Yasmeen. One needed 55 kg of post-tension steel per m³ of slab. The other needed up to 80 kg on some floors. Spans, loads and column layout made the difference, not floor area. That is why a fair price comes from the drawings, not from a rate per sq ft alone.

How Much Do Foundations Add to the Building Construction Cost?

Foundations took 10 to 16 percent of each quote. A raft came to about AED 284 per m² of built-up area. Bored piles with pile caps came to AED 293 to 445 per m². Your soil report decides which you need, not your contractor.

When a Raft Is Enough

A raft is one thick reinforced slab under the whole building. Ours came to about AED 26 per sq ft. Against the piled building in the same district, that saved about AED 15 per sq ft.

When You Need Bored Piles

Piles carry the load down to stronger soil. Ours ran 14 to 16 metres deep and up to 90 cm wide. On the larger building, foundations reached AED 41 per sq ft. That is about AED 600,000 more than at the raft rate.

Why the Soil Report Comes First

The municipality’s 2026 structural checklist asks for the final soil report with the drawings. It needs at least three boreholes for every 900 m². Get it before you compare quotes, or every contractor is guessing.

Skipping the soil investigation is one of the mistakes we see most often on site. It never saves money. It only moves the surprise from the quote to the excavation.

Are AC, Lifts and Dewatering Included in the Price?

Sometimes. One of our quotes included all three. Another left AC and the lift to the owner. The third priced AC installation only. Ducted AC was about 5% of a full price, and two lifts were about 2.6%. Check these lines before comparing totals.

  • AC: the Al Nuaimia quote included Hitachi ducted AC at AED 350,000. In one Al Jurf quote, we only install the owner’s units, for AED 180,000.
  • Lifts: a 10-person Fuji or Mitsubishi lift cost AED 90,000 in both quotes that priced lifts. Our Ground + 6 designs had one lift for 30 flats and two for 36.
  • Dewatering: pumping groundwater out of the dig was a fixed AED 100,000 in one quote. The other two left it to the owner.

Shops and offices add their own services and parking rules. Our guide to planning a commercial building covers them.

Where Does the Money Go in a Mid-Rise Building?

About two fifths goes on the foundations and the concrete frame. Walls, plaster and paint take about a fifth, and finishes take another fifth. Services, fire fighting, AC and lifts take 6 to 21 percent, depending on what the quote includes.

  • Foundations and concrete frame: 34 to 45 percent
  • Blockwork, plaster and paint: 19 to 22 percent
  • Tiles, doors, windows, kitchens and bathrooms: 19 to 24 percent
  • Plumbing, electrical, fire fighting, lifts and AC: 6 to 21 percent
  • Earthworks, waterproofing, external works and site costs: the rest
Range chart of how a mid-rise building price splits between frame, walls, finishes and services

Concrete is the biggest single line, at 0.58 to 0.66 m³ per m² of floor. Each fire-fighting system cost AED 180,000 to 220,000.

Did Construction Prices in Ajman Rise in 2026?

Concrete did. It rose from AED 1,400 per m³ in our May quote to AED 1,500 in September, about 7% higher. Several finish rates fell over the same months. A quote is a snapshot, so ask how long it stays valid.

Internal doors dropped from AED 1,500 to 1,200 each, and bathroom sets from AED 2,000 to 1,500. Fire-rated doors fell by about 30 percent. So the structure got dearer while the fit-out got cheaper. If that continues, the frame is the part of the budget to watch.

What Is Not Included in a Contractor’s Price?

VAT, government fees and utility connections are almost never in a building quote. Neither is your consultant. Some quotes also leave out dewatering, AC units and lifts. Add all of these before you fix your budget, or it will fall short.

Approvals also take time. The municipality’s checklist has 27 documents, including utility NOCs that expire after a year. Our step-by-step guide to construction approvals walks through them. Our approvals and permits service can handle them for you.

From our approvals work, the delays we see most are small and avoidable. An outdated or unsigned drawing, one missing NOC or a late fee payment can hold a file for weeks. A quick check with your consultant before each submission prevents them.

How Can You Estimate the Building Construction Cost for Your Plot?

Multiply your built-up area by AED 200 to 216 per sq ft for the structure and finishes. Add the foundations, plus AC and lifts if the contractor is not pricing them. Then add VAT, fees and your consultant. That gives you a planning figure before any quote.

  1. Find the built-up area on your consultant’s area calculation. Ours came to about 3.7 times the plot for five or six floors, and 5 times for seven.
  2. Multiply by AED 200 to 216 per sq ft, or AED 2,150 to 2,330 per m².
  3. Add the foundations: about AED 26 per sq ft for a raft, or AED 27 to 41 for piles.
  4. Add AC and lifts if the contractor is not pricing them.
  5. Add 5% VAT, the permit and connection fees, and your consultant.

Worked example: a 500 m² plot approved for Ground + 4 gives about 1,850 m², or 19,900 sq ft. Structure and finishes come to about AED 3.98 to 4.30 million. Foundations add AED 0.53 to 0.82 million. That makes roughly AED 4.5 to 5.1 million before AC, lifts, VAT and fees.

A real price still needs your drawings, soil report and finish choices. For the cost per flat, see our residential building construction cost guide.

How Do You Compare Two Building Quotes Fairly?

Put them on the same basis first. Check the area each one used, the foundation type, the allowances and every exclusion. In our own three quotes, the lowest rate was the one that left AC and lifts out. A cheap rate often means less in the price.

Start with the finish allowances, the sums set aside for tiles, kitchens and bathrooms. Our tiles were AED 110 per m² supplied and fixed, and only AED 30 of that was the tile. If another quote allows AED 15, you are not comparing the same building.

If you upgrade finishes during construction, put the new allowance and any time change in writing before ordering. That keeps the final account free of surprises.

Then ask every contractor these questions before you sign:

  • Is the rate per sq ft of built-up area, or of plot area?
  • Is it a raft or piles, and is that based on a soil report?
  • Are AC, lifts and dewatering in or out?
  • Does the price include VAT, and how long does it stay valid?
  • Is your trade licence issued in Ajman? The municipality asks for it.

A very low price is not always a bad sign, but it deserves a second look. In our experience, extremely low quotes often hide missing approvals, missing items or shortcuts. We also see the same warning signs again and again. No office address, WhatsApp-only contact, no written scope, and pressure for a big advance.

Our guide on how to spot a real contractor before you lose money covers the warning signs.

Frequently Asked Questions

How much does it cost to build a building in the UAE?

In Ajman, our 2026 quotes came to AED 226 to 267 per sq ft, all in. A Zawya interview put the UAE figure at AED 250 to 300 per sq ft.

How much does a 20,000 sq ft building cost to build?

About AED 4.5 to 5.3 million at our 2026 rates, before VAT and fees. That is roughly a Ground + 4 on a 500 m² plot.

How much does a 4 floor building cost?

A Ground + 4 has the ground floor plus four floors. On a 500 m² plot, that is about 19,900 sq ft of built-up area. At our all-in rates, it costs about AED 4.5 to 5.3 million.

Is it cheaper to build in Ajman than in Dubai?

Generally, yes. The Zawya interview described costs here as significantly lower than in Dubai. Our own data covers this emirate only, so we do not quote a Dubai figure.

Is the price per sq ft based on the plot or the built-up area?

On the built-up area, meaning all floors on the municipality’s area calculation. Always ask which basis a contractor’s rate uses.

Does a building quote include VAT?

No. Contractors add 5% VAT to every invoice. On an AED 7 million building, that is AED 350,000 more.

How long does a Ground + 6 building take to build?

Our 2026 quotes set 17 to 20 months. You get a written timeline for your own building before you sign.

Why do two buildings of the same height cost different amounts?

Mainly the foundations, whether AC and lifts are in the price, and the specification. In our two Al Jurf quotes, these made a gap of AED 40 per sq ft.

Does the building construction cost include the land?

No. It covers building the structure and finishing it. Land, consultant fees, government fees and finance are separate.

Can you price my building?

Yes. Send us your drawings or plot details. Our engineers will visit the site and give you an itemised estimate, free of charge. Reach us through our contact page or WhatsApp.

So, What Should Your Building Cost?

Start with AED 200 to 216 per sq ft for the building itself. Then add what your plot and your choices bring: foundations, AC and lifts, allowances, VAT and fees. That is how to read building construction cost with confidence.

Remember the two buildings in Al Jurf. We priced both, so the AED 40 gap had nothing to do with the contractor. About AED 24 came from piles, lifts and AC installation. The rest sat in the building itself, which had thicker slabs and more flats per floor.
