Most investors planning a rental building start with one question. What will each flat cost me to build? In our 2026 quotes, the answer ran from about AED 254,000 to AED 346,000 per flat.

That is a wide range for buildings of a similar height. The finishes were not the reason. The foundations, the lifts and AC, and what else shared the building made the difference.

Here is the short answer on residential building construction cost in Ajman. For five to seven floors, the structure and finishes came to AED 200 to 216 per sq ft. All in, they came to AED 226 to 267 per sq ft of built-up area. VAT and fees come on top.

In this guide, you will find:

  • The cost per m², per sq ft and per flat from three real 2026 quotes.
  • How many flats and parking spaces the municipality form allows on your plot.
  • What sits on the ground floor, and what it adds to the price.
  • The design choices and delays that move your cost per flat.

This guide is for owners and investors planning a rental apartment building. It covers construction only, not land, rents or returns. For buildings with shops and offices too, read our building construction cost guide. For a family home, see our guide to house construction cost in Ajman.

Every figure comes from our own itemised quotes and approved drawings, with plot numbers and owners’ names removed. We have worked as a building construction company in Ajman since 2017.

What Does Residential Building Construction Cost in Ajman in 2026?

Our 2026 quotes put the structure and finishes at AED 200 to 216 per sq ft. Foundations, AC, lifts and dewatering took the all-in rate to AED 226 to 267 per sq ft. That is AED 2,437 to 2,870 per m², before VAT and fees.

Quoted May to September 2026. Prices exclude 5% VAT. “Structure and finishes” leaves out foundations, AC, lifts and dewatering, so the buildings compare fairly.

The two Ground + 6 buildings in Al Jurf are the clearest comparison. They had the same height and district, and we quoted them in the same week. The one on a raft, without AC or a lift, came to AED 226 per sq ft. The one on piles, with two lifts and AC installation, came to AED 266.

What Does One Flat Cost to Build?

About AED 254,000 to 346,000 per flat in our 2026 quotes, for construction only. The lowest figure came from a 30-flat building on a raft, without AC or a lift. The highest came from a 20-flat building whose price also covered shops, offices, ducted AC, two lifts and dewatering.

BuildingCost per flat (construction only)Why it is higher or lower
Ground + 6, 30 flatsabout AED 254,000Raft foundation. AC and lift supplied by the owner.

Ground + Mezzanine + 4, 20 flatsabout AED 346,000The price also covers shops, offices, ducted AC, two lifts and dewatering.

Owners often ask what a two-bedroom flat costs to build. We price whole buildings, not bedrooms. Still, 24 of the 36 flats in our piled Ground + 6 were two-bedroom. That building averaged about AED 300,000 per flat.

How Many Flats Can You Build on Your Plot?

The municipality’s area-calculation form gives a guide figure. Divide the residential floor area by 75 on plots under 720 m², or by 90 on larger plots. Parking, the roof and the ground floor then shape the final number of flats.

Built-up area grows fast with height. In our recent buildings, it came to about 3.7 times the plot for five or six floors. Seven floors gave about 5 times. On a 625 m² plot, our Ground + 6 example reached about 3,130 m² and 30 flats.

Two more rules on the same form matter. The roof counts as a floor if it covers more than 35% of the typical floor. Shops under 60 m² do not count as commercial space, which changes the parking you need.

How Much Parking Does an Apartment Building Need?

On 480 to 720 m² plots, parking is 40% of the flats for Ground + 3 and + 4. For Ground + 5 and Ground + 6, it asks for 50%. Our 30-flat Ground + 6 needed 15 spaces. Every space inside the building takes floor area away from flats.

A few areas have lower ratios. They include Al Nakheel 1 and 2, Liwara 1 and 2 and Al Rumailah 1. Check your plot’s column on the form before you fix the flat count.

Parking also shapes the structure. Parking needs open bays, while flats need columns where the layout wants them. On an 11-level tower with two parking floors, our post-tension team added slab depth only where needed. That meant the parking and transfer levels. The typical floors above stayed thinner.

What Sits on the Ground Floor, and What Does It Add?

The ground floor carries the services every flat depends on. Expect a lobby, the lift and stairs, a transformer room, a pump room and water tanks. Many buildings add parking bays or a small shop. Each one takes floor area and adds cost.

Our turnkey Ground + 4 in Al Alia has three shops on the ground floor. It also holds a transformer room, a pump room and an underground water tank. Our Ground + 5 in Al Hamidiya fits eight covered parking bays and a shop. The transformer and service rooms sit beside them.

In our 2026 quotes, a 10-person lift cost AED 90,000. The fire-fighting system cost AED 180,000 to 220,000 per building. Water tanks with pumps came to AED 30,000 to 35,000, and so did the garbage chute.

Where Does the Money Go in an Apartment Building?

About two fifths of the residential building construction cost goes on the foundations and the concrete frame. Blockwork, plaster and paint take about a fifth, and finishes take another fifth. Plumbing, electrics, fire fighting, lifts and AC take the rest, depending on what the quote covers.

These are the unit rates behind those shares in our 2026 quotes, supplied and fixed:

  • Structural concrete for columns, beams and slabs: AED 1,400 to 1,500 per m³
  • 20 cm blockwork: AED 100 per m², with thermal blocks on outer walls at AED 130 to 140
  • Plaster: AED 35 to 36 per m² inside, AED 45 outside
  • Ceramic tiles: AED 110 per m², of which AED 30 is the tile itself
  • Aluminium and glass: AED 520 to 550 per m²
  • Kitchen cabinets: AED 800 to 900 per running metre
  • Bathroom sets: AED 1,500 to 2,000 each, plus AED 500 per water heater

Which Design Choices Raise or Lower the Cost per Flat?

Flat sizes, foundations, lifts and any non-residential space move the cost per flat most. More one-bedroom flats on the same floor area lower it. Shops, mezzanine offices and extra lifts raise it without adding a single flat.

  • Flat mix. Our three buildings had 5 flats per floor, 6 flats per floor, and 20 one-bedroom flats over four floors. Smaller flats spread the fixed costs across more units.
  • Foundations. Piles cost more than a raft. A raft came to about AED 26 per sq ft and piles to AED 27 to 41. The soil report decides which you need.
  • Lifts and AC. Two lifts and AC installation added about AED 9 per sq ft to one Ground + 6.
  • Slabs. Our two Ground + 6 quotes used post-tensioned slabs of 27 and 30 cm. They remove downstand beams and give more open ground and mezzanine floors.
  • Outer walls. Thermal blocks cost AED 30 to 40 more per m² than standard 20 cm blockwork.

What Costs Come on Top of the Contractor’s Price?

VAT, government fees and utility connections sit outside almost every building quote. So does your consultant. Depending on the quote, dewatering, AC units and lifts may sit outside too. Add them before you work out your cost per flat.

  • 5% VAT on every invoice, under the Federal Tax Authority’s VAT rules
  • Building permit and completion certificate fees, set by Ajman Municipality
  • Electricity and water connection fees from EtihadWE
  • Your consultant’s design and supervision fees
  • Dewatering, AC and lifts, when the quote excludes them

How Long Does It Take, and What Can Delay It?

Our 2026 quotes set 17 to 20 months for buildings of five to seven floors. Approvals come first, and inspections at each stage set the pace after that. The costliest delays are usually the avoidable ones.

Before work starts, your consultant submits the building permit file. The municipality’s checklist has 27 documents. They include utility NOCs that expire after a year and a soil report from an Ajman-accredited lab. Our guide to construction approvals in Ajman walks through them. Our approvals and permits service can handle them for you.

Once building starts, each stage waits for its inspection. We have seen a slab on a warehouse project cast before inspection, with the steel spacing slightly off. The inspector stopped the work. The slab was broken out and recast, and three weeks were lost. Our rule is simple: never pour concrete before the inspection. Our guide to what municipality inspectors check covers each stage.

How Do You Budget a Rental Building Without Surprises?

Work out the residential building construction cost from the built-up area, not the plot. Multiply it by AED 226 to 267 per sq ft all in. Add VAT, fees and your consultant. Then divide by the number of flats.

  1. Get the area calculation from your consultant, with the built-up area and the flat count.
  2. Price the building at AED 200 to 216 per sq ft for the structure and finishes.
  3. Add foundations, lifts and AC based on your soil report and the quote’s scope.
  4. Add 5% VAT, the permit and connection fees, and your consultant.
  5. Divide by your flats to get the cost per flat.

Worked example: a 500 m² plot approved for Ground + 4 gives about 1,850 m², or 19,900 sq ft. At AED 226 to 267 per sq ft, that is about AED 4.5 to 5.3 million. VAT and fees come on top. If the design fits 16 flats, that is roughly AED 280,000 to 330,000 per flat.

Treat this as a planning figure. A real price needs your drawings, your soil report and your finish choices. Check the contractor as carefully as the price, using our guide on how to spot a real contractor.

So, What Will Your Apartment Building Cost?

Plan with AED 200 to 216 per sq ft for the building itself. Then add your foundations, lifts and AC, VAT and fees. Divide by your flats. That gives the residential building construction cost per unit, the number investors watch most.

Remember the range we started with: AED 254,000 to 346,000 per flat. The finishes barely moved it. The ground under the building, the lifts and what shared the building did.
