In May 2026, we priced a Ground + Mezzanine + 4 in Al Nuaimia. It had two small shops, four offices on the mezzanine and 20 flats above. It came to AED 267 per sq ft, at the top of our three 2026 quotes.
Yet its shops took up less than 14% of the ground floor. So why did it price level with a piled Ground + 6 that had 36 flats?
Here is the short answer. Most commercial buildings in Ajman are mixed-use, with shops or offices below and flats above. Our 2026 quotes put commercial building construction cost in Ajman at AED 226 to 267 per sq ft. The low end left AC and lifts to the owner. The structure and finishes alone came to AED 200 to 216. VAT and fees come on top.
In this guide, you will find:
- Real 2026 prices per sq ft from three quotes, two of them with shops.
- What shops, offices and a mezzanine add to the price, line by line.
- How parking rules and approvals change a commercial budget.
- A worked estimate for the common search: 6 floors on a 6,500 sq ft plot.
This guide covers commercial building construction cost for mixed-use buildings from Ground + 3 upwards. For warehouses and steel sheds, see our industrial shed construction service. To plan a commercial project stage by stage, read our guide to planning a commercial building in Ajman.
Every figure below comes from our own itemised quotes. Plot numbers and owners’ names are removed. We have worked as a building construction company in Ajman since 2017.
What Is the Commercial Building Construction Cost in Ajman in 2026?
In our 2026 quotes, buildings of six and seven levels came to AED 226 to 267 per sq ft. That is AED 2,437 to 2,870 per m² of built-up area. The building with offices and ducted AC sat at the top. The lowest price left AC and lifts to the owner.
| Building | Commercial space | Built-up area | Quoted price, per sq ft | Structure and finishes, per sq ft |
|---|---|---|---|---|
| Ground + Mezzanine + 4, Al Nuaimia (May 2026) | 2 shops and 4 mezzanine offices, plus 20 flats | about 25,900 sq ft | AED 267 | AED 215 |
| Ground + 6, Al Jurf, raft (September 2026) | 2 shops, plus 30 flats | about 33,700 sq ft | AED 226 | AED 200 |
| Ground + 6, Al Jurf, piles (September 2026) | No shops, filed as commercial residential, 36 flats | about 40,600 sq ft | AED 266 | AED 216 |
Prices exclude 5% VAT, permit fees and utility connections. The raft building’s price left AC and lifts to the owner. “Structure and finishes” leaves out foundations, AC, lifts and dewatering.
Built-up area means every floor added together, including the mezzanine and the roof structures. It is not the plot area. Our building construction cost guide explains how we worked out each rate.

What Counts as a Commercial Building in Ajman?
For the municipality, the use decides it, not the height. Shops, offices and showrooms make a building commercial. Rental buildings are filed with commercial and investment buildings too, shops or not. Ours go in as “commercial residential”. That group needs Civil Defence plans, a building name and a soil report.
Small shops are treated more lightly in one place. The municipality’s area form says shops under 60 m² do not count as commercial area. In practice, that means they need no extra parking. Offices are different. Every 70 m² of office space needs one parking space.
Pure office blocks are rare in our work. Most owners we build for want shops at street level and rental flats above. Our commercial building construction page shows the buildings we deliver.
Why Did the Building With Offices Price at the Top?
Mostly because of what its price included, not the shops. Take out ducted AC, two lifts and dewatering, and it drops from AED 267 to 242 per sq ft. Take out the piles as well, and it lands at AED 215. That is close to the other two buildings.
The ducted AC alone was AED 350,000, about AED 13.50 per sq ft. Offices and shops need cooling the tenants can rely on. The two 10-person lifts added AED 180,000, about AED 7 per sq ft.
The piles mattered too. The building was designed on bored piles 60 and 75 cm wide, 14 to 16 m long. Piles and pile caps cost AED 706,200, about 10% of the price. Your soil report decides between piles and a raft, whatever the building’s use. Excavation, dewatering and foundations are the civil works stage of every building we deliver.
The rest of the gap sits in the building itself. The ground floor and mezzanine took 6.5 m of height before the first flat. A taller commercial base means more columns, more walls and more facade per sq ft. With only four typical floors above, there was also less repetition to bring the rate down.

How Much of the Building Do Shops and Offices Take?
Less than most owners expect. In the four sets below, shops took 11 to 38 percent of the ground floor. Each shop was about 14 to 32 m². The mezzanine is the bigger commercial space. In Al Nuaimia, it covered 80 percent of the ground floor.
- Ground + 6, Al Jurf: 2 shops, 44 m², or 11% of the ground floor
- Ground + Mezzanine + 4, Al Nuaimia: 2 shops, 54 m², or 14%, plus 224 m² of offices
- Ground + 4, Al Alia: 3 shops, 51 m², or 19%
- Ground + 3, Al Alia: 5 shops, 72 m², or 38%
The rest of the ground floor is lobby, lift, stairs, pump room, electrical room and parking. So shops rarely change the total price much. What changes it is the floor stack above them and the services you put in.
What Do Shops and Offices Add to the Price?
Mainly a better street front, cooling and fire safety. In our quotes, that meant more aluminium and glass, stone cladding, a finished entrance and fire-rated doors. Aluminium and glass, ducted AC and fire fighting were the largest of these lines. Fire fighting cost AED 180,000 to 220,000 per building.
- Aluminium and glass: AED 520 to 550 per m². It frames the shopfronts and office windows.
- Stone cladding, dry fixed: AED 150 per m². One quote had 400 m² of it, AED 60,000.
- Entrance marble: AED 200 to 250 per m², with a decorative ceiling in the lobby.
- Fire-rated doors: AED 1,300 to 2,000 each. Our Al Nuaimia building needed 51 of them, about AED 97,000.
- Ducted AC: AED 350,000 for Hitachi ducted units across the building.
- Fire fighting: AED 180,000 to 220,000 per building, in every quote.

Fit-out inside each shop or office is usually separate. Most owners hand over shell units and let tenants finish them. Agree this in writing, so both sides price the same thing.
How Do Parking Rules Change the Cost?
Parking decides how much commercial space you can have. The area form asks for one space per 70 m² of offices or counted shops. Flats need spaces too. Every bay inside the building takes floor area that could earn rent. So plan the mix with your consultant first.
In Al Nuaimia, the 224 m² of offices needed 3 spaces. The 20 flats needed 8 more, so 11 in total. The two small shops needed none, because each was under 60 m².
That is why many owners keep shops small. Two shops of 25 m² add no parking. One showroom of 120 m² does. Our residential building cost guide shows how flat parking works by height.
Does a Mezzanine Floor Pay for Itself?
It can, but it is priced like any other floor. In Al Nuaimia, the 315 m² mezzanine added about 3,390 sq ft of built-up area. At AED 215 per sq ft, that is about AED 730,000 before services. Some areas do not allow one at all.
Check your area’s rules first. On our Ground + 4 in Al Alia, the area planning consultant ruled out mezzanine and studio floors. It also capped the ground floor at 5.5 m. Read the case study of that Ground + 4 apartment building in Al Alia.
If a mezzanine is allowed, compare its cost with the office rent your area supports. Ask your consultant for that view before the drawings start.
Which Approvals Affect a Commercial Building’s Budget?
The same permit file as any rental building. Commercial and investment buildings need Civil Defence plans on the checklist. You also need a building name, a soil report and three utility NOCs. Several papers expire after a year, so delays can cost money.
Approvals also shape the commercial building construction cost. Shops and offices raise the electrical load and the fire-safety scope. Your consultant designs both before the permit. Our guide to the building permit for a residential building in Ajman lists all 27 documents. Our approvals and permits service can handle the file with your consultant.
How Can You Estimate Your Commercial Building Construction Cost?
Work out the built-up area first, then multiply. Use AED 200 to 216 per sq ft for structure and finishes. Our quoted prices ran AED 226 to 267. Then add VAT, fees and your consultant. Here is the common search, 6 floors on a 6,500 sq ft plot, worked through.
- A 6,500 sq ft plot is about 604 m².
- Six floors means Ground + 5. Our Ground + 5 set reached about 3.7 times the plot in built-up area.
- That gives about 2,235 m², or 24,000 sq ft.
- Structure and finishes: about AED 4.8 to 5.2 million.
- At our quoted prices, with foundations: about AED 5.4 to 6.4 million. The top end includes AC and lifts.
Some people mean 6,500 sq ft on each of six floors. That is 39,000 sq ft. Structure and finishes then come to about AED 7.8 to 8.4 million. At our quoted prices, it is about AED 8.8 to 10.4 million.

Add 5% VAT on top of either figure. For what sits outside a contractor’s price, see the exclusions in our building construction cost guide.
What Happens After the Building Is Handed Over?
Tenants move in, and small defects show up in the first months. A good contractor comes back for them. Agree the defects period and who to call before handover. If you plan to lease the units, set up management early too.
“Our commercial building in Al AALIA has been running smoothly for 9 months now. Sarmed even comes back for small fixes and maintenance checks.”
Sandeep, commercial building owner (Google review)
Our own commercial work runs from a mixed-use building with shops below in Al Jurf to an 11-level residential and commercial tower. Their project values were AED 6.8 million and AED 16 million. For leasing and upkeep after handover, see our real estate investment and management service.
Frequently Asked Questions
What is the commercial building construction cost per sq ft in Ajman?
In our 2026 quotes, it was AED 226 to 267 per sq ft of built-up area. The low end left AC and lifts out. VAT and fees are extra.
How much does a 6-floor commercial building on a 6,500 sq ft plot cost?
About AED 5.4 to 6.4 million at our 2026 quoted prices. That assumes Ground + 5 and about 24,000 sq ft of built-up area, before VAT.
Is a commercial building more expensive than a residential one?
Not by much, in our quotes. Small shops add little. Offices with ducted AC, lifts and a taller ground floor add more. Our dearest building, with offices, came to AED 267 per sq ft.
Do small shops need extra parking in Ajman?
No, if each shop is under 60 m². The municipality’s area form does not count them as commercial area. Offices need one space per 70 m².
Does the price include shop fit-out?
Usually not. Most owners hand over shell shops and offices, and tenants fit them out. Agree the handover standard in writing before you sign.
Do commercial buildings need Civil Defence approval?
Yes. The municipality’s checklist asks for Civil Defence approved plans for commercial and investment buildings. Your consultant prepares them with the fire-fighting design.
How much does a lift cost in a commercial building?
A 10-person Fuji or Mitsubishi lift was AED 90,000 in our 2026 quotes. Our Al Nuaimia building had two of them.
How long does a commercial building take to build?
Our 2026 quotes set 17 to 20 months for buildings of six and seven levels. You get a written timeline before you sign.
Does the price include VAT?
No. Contractors add 5% VAT to every invoice, under the Federal Tax Authority’s VAT rules. On a AED 6 million building, that is AED 300,000.
Is building cheaper in Ajman than elsewhere in the UAE?
Generally, yes. A property executive told Zawya Projects that UAE construction runs at AED 250 to 300 per sq ft. Our Ajman quotes sat at or below that.
So, What Will Your Commercial Building Cost?
Start with AED 200 to 216 per sq ft for the building itself. That is the core of commercial building construction cost in Ajman. Then add what your commercial plan brings: offices, cooling, lifts, foundations and a taller base. Small shops add little. Services and floor height add more.
Remember the Al Nuaimia building from the start. Its two shops were not what put it at the top. The ducted AC, the lifts, the piles and the tall commercial base were.
